"Compared with Shandong, Guangdong and other provinces, the cost pressure of paper-making enterprises in Henan province remains high, mainly due to higher production costs." Gu Qi said

high production costs come from two aspects. First, the cost of energy consumption is high. Papermaking is a large user of gas. For example, the rapid development of Shandong paper industry benefits from its supporting cogeneration projects, while most paper-making enterprises in Henan do not have them and can only use purchased gas and electricity. Compared with direct gas supply and electricity enterprises, the cost per ton of paper increases by about 300 yuan. Second, the purchase cost of raw materials is high. Since 2017, there have been more than 100 waste paper pulp and paper enterprises in Henan Province, accounting for 76.9% of the total number of paper enterprises. However, none of them has obtained the import license of American waste, and they can only replace American waste with expensive finished pulp, resulting in an increase of about 500 yuan per ton of paper cost
